Doubt: Dehashed database complete for free and share of all community.

Here a question:

Actually the database is old and was partially decrypted (question if it is allowed). The question is, if someone who knows how to decrypt hashes with sha1 can do the rest and publish it for the rest of the community.  If not, take some time to explain to others (without prior knowledge) to expand knowledge and be able to share with the community.

For example, in online services there are some hashes that appear partially deciphered. How is it possible that only half of the text of a hash appears?
